Late last year, EQC and the Insurance Council (ICNZ) agreed that insurers, and not EQC, would assess earthquake damage arising from the Kaikoura earthquake. The Government touted this arrangement as a “new and simplified” approach which showed it had listened to the issues arising from the Canterbury earthquakes. However, as is to be expected with any innovation, the devil is in the detail and the detail throws up a number of unanswered questions.
